Add markers that can set and get via chatcommand.

commands

`/marker <subcommand> <marker name>`

subcommands

- `set`: Set a marker
- `get`: Get pos of a marker
- `tp`: Teleport to a marker

`/gmarker <subcommand> <marker name>`

Like /marker, but access global markers.
